SECTION 1.

Foreign Office, May 22, 1909. YOUR telegram No. 83 [of 3rd instant. Mr. Kinder's successor]. British and Chinese Corporation understand that the alternative to Bellingham's appointment would be appointment of an Engineer from home, which would mean the resignation of Cox. In these circumstances, British and Chinese Corporation think it better to acquiesce in Bellingham's appointment.
